I know a lot of librarians, and the answer is no. Every library I'm aware of is tremendous roach buffet (they love bookbinding glue), and rats can usually find some snacks as well. The librarians must have just realized that, given the cutbacks on cleaning staff and extermination services, protecting the books from vermin was a Sisyphean task at best, and so gave in to the complaints from all the patrons who wanted to bring in food.
